कैबिनेट सचिव की अध्यक्षता में गठित सचिवों की समिति (Committee of Secretaries) ने अपनी रिपोर्ट सरकार को सौंप दी है। इस रिपोर्ट का जायजा लेने के बाद रिपोर्ट को कैबिनेट की अगली बैठक में छठे वेतन आयोग को लागू करने का प्रस्ताव पेश किया जाएगा। संभवता इसे अमल में लाने का निर्णय ले लिया जाएगा।सूचना एवं प्रसारण मंत्री प्रियरंजन दासमुंशी के अनुसार कैबिनेट की अगली बैठक में वेतन आयोग की सिफारिशों को पेश किया जाएगा। Committee of Secretaries ने पिछले हफ्ते ही अपनी रिपोर्ट तैयार कर थी लेकिन केंद्र सरकार जानबूझ कर देरी कर रही थी। Committee of Secretaries ने छठे वेतन आयोग की सिफारिशों की विसंगतियों को दूर करते हुए रक्षा, पैरा मिलिटरी फोर्स और अन्य सुरक्षा एजेंसियों के वेतन में 15 प्रतिशत वृद्धि करने, सरकारी कर्मचारियों को वार्षिक 4 प्रतिशत का इन्क्रीमेंट देने तथा एरियर एक जुलाई 2007 से देने की सिफारिश की है। छठे वेतन आयोग ने एक जनवरी 2006 से एरियर देने की सिफारिश की है। छठे वेतन आयोग ने 2.5 से 3.5 प्रतिशत तक वेतन बढ़ोतरी की सिफारिश की थी। छठे वेतन आयोग ने कुल 22 वेतनमान और चार पे-बैंड तय किये थे। इस कमेटी ने वेतनमानों की संख्या घटाकर 15 कर दी और पे-बैंडों की संख्या बढ़ाकर 10 कर दी।

The lowest pay scale (1-S) recommended by the SPC was 4440-7440 1300. The corresponding pay scale (PB-1) suggested by the committee is 5,500-16,500 with grade pay of Rs 2,500. The basic pay works out to be Rs 8,000 and with the inclusion of annual increment (4 pc), dearness allowance (15 pc) and the 15 per cent additional pay, the lowest gross pay works out to be Rs 10,816.

An increase of 12% on pay band, an increase of 0.5% on annual increment, ( ie, 3% ) and a nominal increase in transport allowance for group C and D employees. That's all. NOTHING ELSE. ReplyDeleteThis rumour of the arrears being paid w.e.f. 01.01.2007 or 01.07.2007 is absolutely unjust. Had this committee been formed and worked out well in advance, we will not be losing the arrears of pay and allowances for about one year or one and half years. From 01.01.2006 we have been suffering from the effects of inflation in all walks of life. due to the delay in forming the pay commission, processing it, submitting it and reviewing it and causing such mental agony and impatience to the government servants, only we are the losers of arrears now. The need for increase in salary is growing day by day and this delay in implementation of the pay commission is causing more frustration with the rising costs of prices every day and hour. we should agitate and achieve our request for arrears from 01.01.2006. why should we suffer for the delay caused by the implementation committee and others.

ReplyDeleteजिस अन्याय की बात की जा रही है छ्टे वेतन आयोग को देरी से लागू करने के सबंध में, वहां हम जैसे स्टेट कर्मचारियों के साथ तो ये अन्याय और ज्यादा होता है। आप शायद सेन्ट्रल सरकार के कर्मचारियों के लिए इसके निकट भविष्य में लागू होने की बात कर रहे हैं। हमें तो पांचवा वेतन आयोग भी जुलाई 1997 से मिला था और वो भी 2007 में जा कर्। उसमें भी मझोले कर्मचारियों के साथ बहुत अन्याय होता है, असली फ़ायदा तो या तो बहुत सीनियर या बहुत जूनियर ले जाते हैं , मझोले सिनियोरिटी वाले तो बंचिग में मार खा जाते हैं।
